Guam, Tipping Over?

I think this congressman, Rep. Hank Johnson, is suggesting that the island of Guam might actually "tip over and capsize".

He's website responds to the statement by saying:

"The subtle humor of this obviously metaphorical reference to a ship capsizing illustrated my concern about the impact of the planned military buildup on this small tropical island."

 I don't really see the congressman trying to be humorous, but maybe he's just got a really really dry humor.  I also like how the Admiral tries to reply to the absurd question.
